Two BCPS students named among the second group of National Merit Scholarship winners: Dulaney High, Eastern Tech students honored

TOWSON, MD. – Two Baltimore County Public Schools students were named among the second group of winners in the 65th annual National Merit Scholarship Program. Victoria S. Jin of Dulaney High School and Mary E. Kumcheva of Eastern Technical High School are among the 2,500 distinguished high school seniors who have won $2,500 National Merit Scholarship awards financed by the National Merit Scholarship Corp. Jin plans to pursue a career in education, and Kumcheva foresees a career in chemical engineering. National Merit $2,500 Scholarship winners are the finalists in each state judged to have the strongest combination of accomplishments, skills, and potential for success in rigorous college studies. The number of winners named in each state is proportional to the state’s percentage of the nation’s graduating high school seniors. These scholars were selected by a committee of college admissions officers and high school counselors, who appraised a substantial amount of information submitted by both the finalists and their high schools: the academic record, including difficulty level of subjects studied and grades earned; scores from the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT®); contributions and leadership in school and community activities; an essay written by the finalist; and a recommendation written by a high school official. Corporations and company foundations that sponsor awards through NMSC also help to underwrite these scholarships with grants they provide in lieu of paying administrative fees. Scholars may use their awards at any regionally-accredited U.S. college or university. Today’s release is the second announcement of winners in the 2020 National Merit Scholarship Program. On April 22, more than 1,000 recipients of corporate-sponsored Merit Scholarship awards were named, and on June 3 and July 13, some 4,100 college-sponsored Merit Scholarship winners will be announced. By the conclusion of this year’s competition, about 7,600 academic champions will have won National Merit Scholarships worth more than $30 million. More than 1.5 million juniors in approximately 21,000 high schools entered the 2020 National Merit Scholarship Program when they took the 2018 Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT®), which served as an initial screen of program entrants. In September 2019, some 16,000 semifinalists were designated on a state representational basis in numbers proportional to each state’s percentage of the national total of graduating high school seniors. Semifinalists were the highest-scoring program entrants in each state and represented less than 1 percent of the nation’s seniors. To be considered for a National Merit Scholarship, semifinalists had to fulfill requirements to advance to finalist standing. Each semifinalist was asked to complete a detailed scholarship application, which included writing an essay and providing information about extracurricular activities, awards, and leadership positions. Semifinalists also had to have an outstanding academic record, be endorsed and recommended by a high school official, and earn SAT® or ACT® scores that confirmed their qualifying test performance. From the semifinalist group, some 15,000 met finalist requirements. By the conclusion of this year’s competition, about 7,600 academic champions will have won National Merit Scholarships worth more than $30 million.

TOWSON, MD. – Eight BCPS administrators have earned a prestigious Certified Education Technology Leader (CETL) designation, joining three other BCPS educators who were recognized last year by the Consortium for School Networking (CoSN). Earning the honor this year were: Jodi Obenstine, director of Technology Support Services; Dave Stovenour, director of Innovation and Digital Safety; Jim Holden, manager of Network Support Services; Tina Nelson, coordinator of Educational Options Programs; Jim Fazzino, supervisor of eLearning; Michael Fort, supervisor of Innovative Teaching and Learning; Tara McNulty, supervisor of Applications Operations and Implementation; and Michele Wagner, supervisor of Solutions Development/System Management. “It is a measure of the high level of talent and professionalism that BCPS can today honor these eight leaders who have become CETL-certified this year,” said BCPS Superintendent Dr. Darryl L. Williams. “Congratulations to each of these dedicated members of our team for this recognition and for their commitment to their work and to the students of Baltimore County.” In 2019, three BCPS administrators - James Corns, executive director of Information Technology, Ryan Imbriale, executive director of Innovative Learning, and Jeanne Imbriale, director of Enterprise Applications – earned the CETL designation To become certified, candidates must have demonstrated experience in the education technology field and pass a comprehensive two-part examination based on the 10 skill areas in CoSN’s Framework of Essential Skills of the K-12 CTO. Once the CETL certification is earned, the ed tech professional must complete 60 hours of professional development activities every three years to maintain the designation. "Earning the Certified Education Technology Leader certification demonstrates a commitment to bringing 21st century learning to our nation’s schools," said Keith Krueger, CAE, chief executive officer of CoSN. “Because of the CETL recertification requirements, certified leaders pledge to stay current in this ever-changing field of education technology." Founded in 1992, CoSN is the premier professional association for school system technology leaders and its mission is to empower educational leaders to leverage technology to realize engaging learning environments. CoSN is committed to providing the leadership, community, and advocacy tools essential for the success of these leaders.

TOWSON, MD. – Bridget Moore, an English language arts teacher at Golden Ring Middle School, was selected from among 1,800 international applicants to receive one of 20 grants from the Sustainable Arts Foundation. The $5,000 grants are designed to benefit artists and writers who are parents. Moore plans to use her grant to develop online lessons about children’s literature. The lessons will focus on children’s literature that reflects diverse backgrounds and often is not taught in schools or in homeschooling curriculum. Moore, a Baltimore City resident who has been a Baltimore County teacher for two years, received the grant partially based on an excerpt from her upcoming young adult novel. The book, “Dr. Marvellus Djinn’s Odd Scholars, will be published this fall by MVmedia, LLC. Although Moore has had numerous short stories and poetry published, this will be her first published novel. The novel is an historical fantasy that Moore has described as “’Charlie and the Chocolate Factory’meetsDungeons and DragonsmeetsKindred.’” The story is based, in part, on her research about African American amusement parks and magicians in the 1920s. Moore, who refers to her Golden Ring Middle students as “amazing,” said that five of them served as beta (or test) readers during the novel’s development and offered her valuable feedback. Originally from New Jersey, Moore earned a bachelor’s degree in English and creative writing from Rutgers University and is pursuing a master’s degree in curriculum and instruction at McDaniel College. A teacher for 11 years, Moore worked for Baltimore City and Prince George’s County school systems before joining BCPS.

Board of Education seeks public comment on boundary recommendation for housing development: Board considering line adjustment to include Village at Gunpowder Falls

TOWSON, MD. – The public has until Saturday, June 13, to comment about a proposed adjustment to the boundary lines of four Baltimore County public schools now under consideration by the Board of Education of Baltimore County. The proposed boundary change, which was presented to the Board during its May 19 work session, is necessary because of the development of the Village at Gunpowder Falls, a cul-de-sac development currently under construction that straddles boundary lines for two elementary schools – Pine Grove and Seven Oaks – and two middle schools – Perry Hall and Pine Grove. BCPS planners told Board members during the May 19 meeting that the scope of the boundary change will address the alignment of the attendance areas for the Gunpowder Falls development to a single elementary school, Seven Oaks, and a single middle school, Pine Grove. The proposed change – the details of which may be viewed at the boundary study’s website– will not reassign any students currently attending any of the affected schools. Condensing the process used to recommend boundary line adjustments was made necessary because of the COVID-19 pandemic and its impact on BCPS academic and administrative operations, planners said. BCPS used the modified boundary resolution process, Board members learned, to ensure a timely resolution of the issue and to avoid any disruption or confusion that might arise. Instead of a public hearing to solicit feedback about the proposal, the public is invited to provide comments to the Board by e-mail, an online comment form, or by regular mail. Comments will be accepted until midnight on Saturday, June 13, 2020. A decision is expected to be made at the Board meeting scheduled for Tuesday, June 23, 2020.

Superintendent Williams issues statement regarding racism and recent events

TOWSON, MD. – Baltimore County Public Schools Superintendent Dr. Darryl L. Williams has issued the following statement to the BCPS community: Weekly, I have been sending messages updating you on our COVID-19 response including our Continuity of Learning Plan, but this message is different and honestly, it is urgent. This communication is sent to share some thoughts and information as we all watch and process what is currently happening in cities and towns across America. I am sure you have watched the scenes from across the country, and now the world, following the horrific deaths of three African Americans; two during interactions with police and one while jogging in a neighborhood. The killings of Ahmaud Arbery in Georgia, Breonna Taylor in Kentucky, and most recently, George Floyd in Minnesota, have sparked protests and marches around the country and we are all watching these incidents while still dealing with the impact of COVID-19. For some in our area, these images may reopen some of the same wounds and thoughts we had following the death of Freddie Gray and the protests right here in the Baltimore region. In fact, these incidents are happening far too frequently and need to be addressed. For me, it is clear, now more than ever, that we as a country must have open, honest, and authentic conversations about racism and its devastating influence and continuing impact including in our educational systems. Similar to poverty and a lack of access to healthcare, the pandemic has disproportionately impacted communities of color. These disparities show up in our schools in much of the same ways. This is why as a school system we have and will continue to focus on equity for all students and schools in Baltimore County Public Schools (BCPS). This means we will advocate for tools to close the educational gaps and provide access to resources for all our students. We will also continue to have direct and honest conversations about institutional racism and practices in BCPS and how we can break down these barriers that have existed far too long. For our part, we are offering resources for students, families, or staff to help with processing what is happening around these issues of race, the pandemic, and our school system and country’s response to both crises. We cannot allow our students to try to understand these events alone and without providing a safe place for them to ask questions. The resources we provide include being able to connect to a counselor or BCPS staff if there is a need to speak to someone directly. To access these resources, we have links on our Web site connected to social emotional well-being. Please go to our homepage at www.bcps.org and scroll down to the Safety Focus box on the right-hand side. The first bullet under the section is the Social Emotional Resources link. There, you will find various local, state, and national resources and contact information, including for our BCPS staff. Understandably, these are tough conversations and not everyone will be ready to hear them, but we must move forward and listen to our students. Often, our students are ahead of the adults and want to have these conversations. We must provide the safe environment and resources for this to happen. Let’s move Team BCPS and our country forward. As a school system we cannot do this alone. Indeed, we are stronger together!
