Board of Education of Baltimore County to meet virtually on Tuesday, May 5, 2020
TOWSON - The Board of Education will hold its next meeting virtually on Tuesday, May 5, 2020.The public will be able to view and listen to the meeting.Because the board is meeting virtually, only written public comments can be accepted; comments may be e-mailed to boe@bcps.org, and these comments will be distributed to the Board of Education members.
The Board of Education’s Building and Contracts Committee is scheduled to begin at 3:30 p.m. The Board’s regular open session will begin at approximately 5 p.m. The Board will then meet in closed session as permitted by law. The open session will reconvene at 6:30 p.m. The public is welcome to view and listen to all open sessions.
The school system is committed to accessible communication with its stakeholders. Accordingly, this scheduled Board of Education meeting may be viewed on the BCPSwebsite or on BCPS-TV (Comcast Xfinity channel 73, Verizon FiOS channel 34).

Three winners selected from more than 1,400 entries in Team BCPS Haiku Contest: Winning poets attend Prettyboy Elementary, Dumbarton Middle, Dulaney High
TOWSON – When the organizers of the 2020 Team BCPS Haiku Contest selected “hero” as the contest theme, they anticipated receiving lots of poems about superheroes and parents – which they did. What they were not expecting was a global pandemic that would impact every aspect of our lives – and shed new light on what it means to be a hero.
The pandemic and its disruption of the school year resulted in fewer entries than previous years, but a still impressive 1,446 haiku flowed in from 99 schools and centers. In addition to poems about parents and superheroes, the pandemic inspired students to write about how life has changed and to express appreciation to medical professionals and others on the frontlines in various ways. Students explored through their haiku the idea of finding the hero within, the sacrifices and courage involved in being a hero, heroes throughout history, and heroes in their families and everyday lives.
After a lengthy online debate, a panel of judges selected three winners:

Ella is an avid reader and writer and loves swimming and other sports, according to her parents Jason and Amy Navari. She also enjoys Girl Scouts and misses school and her friends. Her aunt, who is an internal medicine resident at the University of Maryland, was the inspiration for her poem.

According to her father, Raghuvinder Bhatia (a technology education teacher at George Washington Carver Center for Arts & Technology), Kiran is a talented pianist.She also has been taking horseback riding lessons for several months.Along with several of her friends, Kiran belongs to a monthly book club, and she participates in a club focused on team building and volunteerism. At Dumbarton, Kiran runs track and cross country and plays violin. Her twin brother, Jacob, is also a Dumbarton Middle student.

Maggie says that she spends a lot of her time drawing, painting, and writing. She plays varsity basketball for Dulaney High and normally plays the sport all year long. She describes basketball and painting as her “go-to stress relievers” and says she has been doing them for most of her life. She also enjoys traveling.
The three winners of the 2020 contest will each receive as prizes: gift cards fromThe Charmery, The Ivy Bookshop, and Ukazoo Books, four game tickets each from the Baltimore Orioles (plans for the 2020 schedule are pending), and a framed poster of their haiku from BCPS.“This year’s entries – all 1,446 of them – showcase what deep thinkers our students are and how creatively they express themselves,” said BCPS Superintendent Dr. Darryl L. Williams. “The winning haiku are well-crafted and invite thought and interpretation. I congratulate Ella, Kiran, and Maggie for their excellent writing, and I thank every student from Kindergarten through Grade 12 who entered and every teacher who encouraged his or her students to write. Writing, like every skill, requires practice, and it is exciting that the entire BCPS community embraces this opportunity to focus on developing as writers.”
The haiku were judged by a 21-member panel, including several staff from the Department of Communications and Community Outreach, Office of English Language Arts, and Division of Human Resources, and nine student poets: Lori Ackerman, Grade 9, Dulaney High; Peyton Davis, Grade 10, Catonsville High; Claire Doll, Grade 12, Catonsville High; Sophia Framm, Grade 12, Franklin High; Nadia Karber, Grade 12, George Washington Carver Center for Arts and Technology; Autumn Koors Foltz, Grade 12, Carver Center; Nola Mak, Grade 11, Hereford High; Preethi Pai, Grade 10, Hereford High; and Joshua Torrence, Grade 12, Carver Center.
The three winning haiku along with 147 other poems selected by the judges will be assembled into a book to be published in the fall. The haiku will be accompanied by student artwork, and copies will be distributed to all featured student writers and artists, their designated teachers, and all BCPS school libraries. Student writers whose work will be included will be notified in May; student artists will be notified by the end of the school year.

Juniors from Carver Center and Hereford, Pikesville, and Towson high schools earn placement into prestigious Johns Hopkins Future Scholars program: BCPS students are majority of program’s participants
TOWSON, MD. – High school juniors from three Baltimore County schools have been accepted into the prestigious Johns Hopkins University’s Future Scholars Program for the upcoming school year, in addition to the previously announced Pikesville High students.
Ten or fewer high school students from the Baltimore area are accepted into the Future Scholars Program each year. This year, six of those students attend BCPS. Through the program, high school seniors can take two Johns Hopkins University math classes for credit without tuition costs.

BCPS announces six finalists for 2020 Principals of the Year
TOWSON, MD. – Six dedicated school leaders have been named finalists for 2020-21 Baltimore County Public Schools Principals of the Year.
Elementary nominees
Jane Martin is in her 12th year as principal at Pot Spring Elementary. She started with BCPS as a teacher at Pleasant Plains Elementary in 1995. She earned a bachelor’s degree in elementary education and a master’s degree in literacy education from Loyola University.
Kelly O’Connell is in her fourth year as principal at Mars Estates Elementary and her 18th year with BCPS. She earned a bachelor’s degree in elementary education and a master’s degree in human resources school leadership from Towson University.
Brian Williams is in his 10th year as the principal at Baltimore Highlands Elementary and his 25th year with BCPS. He earned a bachelor’s degree in elementary education from Penn State University and a master’s degree in leadership and teaching from the College of Notre Dame.Secondary nominees
Rochelle Archelus is in her sixth year as the principal at Woodlawn Middle and her 23rd year working for BCPS. She earned a bachelor’s degree in music education from Morgan State University and a master’s degree in human resources development from Towson University.
Kalisha Miller is in her fourth year as the principal at Pikesville Middle and her 20th year with BCPS. She earned a bachelor’s degree in political science from North Carolina A&T and a master’s degree in special education from Coppin State University.
Brian Powell is in his fourth year as the principal at Kenwood High and his 12th year working for BCPS. He earned a bachelor’s degree in elementary education and a master’s degree in education from Salisbury University.
“We are so fortunate to have these dedicated school leaders providing dynamic leadership in the communities they serve,” BCPS Superintendent Dr. Darryl L. Williams said. “Our students and staff have continuously turned to them for guidance, especially during these unexpected recent challenges.”
The Principal of the Year selection process started this year with an opportunity for community members to nominate school leaders. BCPS received 3,905 nominations, which were taken into consideration by the Principal of the Year selection committee led by the Office of Organizational Effectiveness.
BCPS will name the 2020-21 BCPS Principals of the Year in May.

BCPS Teacher Appreciation Week to celebrate the work of teachers next week as they support learning at home: Week from May 4-8 to focus on system’s 9,600+ educators
TOWSON, MD. – Baltimore County Public Schools will celebrate the work of its 9,628 teachers across the county next week, honoring them not only for their service and talents during the regular school year but especially for the dedication and professionalism they have shown during this time of at-home learning and the challenges associated with the COVID-19 pandemic.
Teacher Appreciation Week from Monday, May 4, through Friday, May 8, will feature a variety of online and social media recognitions of BCPS teachers, as well as opportunities for the BCPS community to thank educators.
Parents, students, and others are encouraged to send messages of thanks and/or appreciation for teachers at #ThankATeacher. Additional recognitions will appear on the BCPS webpage and system Facebook page, Instagram account, and Twitter feed, as well as the BCPS Parent University Facebook page, Instagram account, and Twitter feed.“Teachers are the heart and soul of Baltimore County Public Schools, and Teacher Appreciation Week is a wonderful time to let the teachers in your life – and in your child’s life – know how much we value them,” said BCPS Superintendent Dr. Darryl L. Williams. “The job they do every day, and especially the work they are doing now to ensure our children have a solid continuity of learning, is nothing less than heroic.”
As mandated by the state, Baltimore County’s school buildings have been closed since mid-March because of COVID-19. Schools are to remain closed through Friday, May 15. During this period, BCPS is providing continuity of learning through virtual and print-based learning pathways depending on student access to technology.

Top entries announced in 3rd Annual BCPS Composition Project: Students from all grade levels were invited to compose music
TOWSON, MD. – The Baltimore County Public Schools Office of Music & Dance Education is pleased to announce the Superior, Exceptional Honors, and Honorable Mention musical compositions for the 2020 BCPS Composition Project, which had the theme “BE BOLD.”
Through the project, students in Kindergarten through Grade 12 are encouraged to submit musical compositions, which are then evaluated by a panel of music professionals. The Composition Project is designed to encourage and enhance the instructional experiences of BCPS students and music educators through professional critiques, enhanced recognition, and selected presentations of for the ongoing creative work of students.
“The BCPS Composition Project is an amazing platform for students to showcase creative thought and musical compositional skills,” said Shane D. Jensen, specialist in the BCPS Office of Music and Dance Education.

3 Dundalk/Middle River locations added to BCPS mobile meal distribution program, effective Monday, May 4: Meals to be available at 66 locations
TOWSON, MD. – Holabird East Apartments, Martin Boulevard Elementary School, and Norwood Elementary School have been added to the list of distribution locations for the Baltimore County Public Schools’ Mobile Meal Program, effective Monday, May 4.
At all sites, students will receive a breakfast, lunch, and snack on Monday through Wednesday. On Thursday, students will receive two breakfasts, two lunches, and two snacks for Thursday and Friday. Meals are no longer distributed on Friday.
Meals will be distributed from the following 66 locations. While students are encouraged to be present when picking up meals, accommodations will be made for students who are unable to be present. Please note the specific distribution times for each location:

Coming soon to a screen near you: BCPS high school graduations
TOWSON, MD. – At its May 5 meeting, the Board of Education of Baltimore County voted to approve a contract with the company Herff Jones to provide virtual graduation ceremonies for all BCPS high schools. In addition, the school system has extended the school year for seniors by five days.
“The last day of school for seniors will be Friday, May 29, instead of Friday, May 22,“ said Baltimore County Public Schools Superintendent Dr. Darryl L. Williams. “These five extra school days will provide additional time for seniors to complete all necessary work and staff to input all grades prior to graduation.”
Soon thereafter, BCPS will host online graduations. Once finalized, the revised graduation schedule will be posted on the BCPS website.
“We have heard loud and clear from our high school seniors that what they want are the traditional in-person graduations that their siblings and parents and grandparents had,” said Williams. “ As the parent of a graduating high school senior and a graduating college senior, I understand what they are feeling, . . . that they worked for years and that part of the expected reward was to be able to walk across the stage and be cheered on by friends and family. I also was looking forward to attending all the graduations. It was going to be a culminating moment in my first year as superintendent.
“I can assure all seniors and their parents that we will explore potential face-to-face celebrations when it is safe to do so in accordance with the Governor’s orders. In the meantime, this virtual graduation offers many of the same elements of a traditional one, and we are pleased to be able to offer it to our approximately 7,000 graduates this year. This pandemic requires all of us to adapt and persevere.”

BCPS announces updates to grading and report cards in alignment with Continuity of Learning Plan
TOWSON, MD. – Baltimore County Public Schools has announced changes to grading and report cards in alignment with the Continuity of Learning plan and remote learning environment. Details can be found on the school system’s Grades and Report Cards webpage .
The changes especially affect students in Grades 6 through 12.
Middle school students in Grades 6 through 8 will receive a grade of “Pass” or “Fail” for marking periods 3 and 4, as well as a grade of “Pass” or “Fail” for the final grade.
High school students in Grades 9 through 12 will receive a grade of “Pass” or “Fail” for marking periods 3 and 4. For the final grade, high school students can choose whether they would like a letter grade (from A to E) or a “Pass/Fail” for each course. A letter grade will impact students’ overall GPA (grade point average) or QPA (quality point average), but a “Pass/Fail” will not. “We recognize that this is not the norm, and that change is difficult,” said BCPS Superintendent Dr. Darryl L. Williams. “But this pandemic requires all of us to adapt and persevere. This change in grading seemed the most equitable course of action given our current constraints. I continue to admire our teachers, students, parents, and administrators for continuing to work together on behalf of academic progress.”

School board leaders describe decision to host virtual graduations for BCPS seniors
TOWSON, MD. – At its May 5 meeting, the Board of Education of Baltimore County voted to approve a contract with the company Herff Jones to provide virtual graduation ceremonies for all BCPS high schools.
“This was a difficult decision for all of us,” said Board Chair Kathleen Causey. “We have heard from students and parents that what they want is an in-person graduation. We want that for them, too, but in the midst of this pandemic, for the safety of everyone, that is simply not possible. These virtual graduations will still provide opportunities to recognize students individually and to celebrate online together. In fact, the degree of personalization will be even higher than a standard graduation.”
“If it becomes possible, perhaps this summer, to host in-person celebrations, we want to make that happen,” said Board Vice Chair Julie Henn. “We are committed to honoring our seniors for their hard work and accomplishments in whatever ways we can. We recognize the tremendous disappointment our seniors and their families are feeling right now. But we also know that our graduates will remain connected to one another and to their extended BCPS family and that we will cheer and celebrate their successes - past, present, and future long beyond our current circumstances.”
Once plans are finalized, the revised graduation schedule will be posted on the BCPS website.

TOWSON, MD. – Seven Baltimore County Public Schools students have qualified to compete in the 2020 HOSA – Future Health Professionals Virtual International Leadership Conference by achieving top three rankings in events at the Maryland HOSA – Future Health Professionals Leadership Conference.

HOSA is an international student organization recognized by the U.S. Department of Education and the Health Science Education Division of the Association for Career and Technical Education. HOSA's two-fold mission is to promote career opportunities in the health care industry and to enhance the delivery of quality health care to all people. HOSA provides a unique program of leadership development, motivation, and recognition exclusively for secondary, postsecondary, adult, and collegiate students enrolled in health science education and biomedical science programs or have interests in pursuing careers in health professions. Fontana Village Community Center added to BCPS mobile meal distribution program, effective Monday, May 11: Meals to be available at 67 locations
TOWSON, MD. – The Fontana Village Community Center in Rosedale been added to the list of distribution locations for the Baltimore County Public Schools’ Mobile Meal Program, effective Monday, May 11.
At all sites, Baltimore County Public Schools students will receive a breakfast, lunch, and snack on Monday through Wednesday. On Thursday, students will receive two breakfasts, two lunches, and two snacks for Thursday and Friday. Meals are no longer distributed on Friday.
Meals will be distributed from the following 67 locations. While students are encouraged to be present when picking up meals, accommodations will be made for students who are unable to be present. Please note the specific distribution times for each location:

Students invited to join Student Member of the Board Omer Reshid on Instagram Live
TOWSON, MD. – Baltimore County Public Schools students are invited to join Student Member of the Board Omer Reshid (@bcps_smob) on Instagram Live on Thursday, May 14 at 4 p.m.
Reshid, a Pikesville High senior, will have as his special guests Kalia Green of BCPS-TV, and Molly LaBricciosa (known as Ms. Lab), an English teacher and AVID coordinator at Pikesville High.
“I know since the closing of schools I sometimes have felt isolated and worried about schoolwork, friends, and other responsibilities,” Reshid said in a statement directed to BCPS students. “It took me a while to adjust and realize I am not alone. Reaching out to friends and family is what is keeping me going and is why I want to connect with all of you! I want all our BCPS students to know that I am here for them and try to share some of the tips that have been working for me.”

Board of Education of Baltimore County to meet virtually on Tuesday, May 19, 2020
TOWSON - The Board of Education will hold its next meeting virtually on Tuesday, May 19, 2020. The public will be able to view and listen to the meeting. Because the board is meeting virtually, only written public comments can be accepted. Comments from stakeholder groups and other members of the public may be e-mailed to boe@bcps.org; all comments will be distributed to the Board of Education members. Comments received before 11:59 p.m. on Monday, May 18, 2020, will be published in BoardDocs.
The Board’s regular open session will begin at approximately 5 p.m. The Board will then meet in closed session as permitted by law. The open session will reconvene at 6:30 p.m. The public is welcome to view and to listen to all open sessions.

Public comment sought for FY22 BCPS capital budget
TOWSON, MD – As a result of the extended school closure and the governor’s executive orders banning public gatherings, the Board of Education of Baltimore County will be accepting written testimony in lieu of holding an in-person public hearing to seek the community's input concerning the proposed fiscal year 2022 capital budget. (The public hearing had been scheduled for May 20, 2020.) The Board is expected to approve the proposed capital budget request on Tuesday, September 15, 2020.
Beginning May 12, 2020, members of the public may submit testimony by e-mail to boepublichearing@bcps.org, or by regular mail to the Board of Education of Baltimore County, Attn: Board Assistant, 6901 N. Charles Street, Towson, MD 21204.
