Additional meeting scheduled to review boundary options for new elementary school: Committee also slated to retake vote for central area scenarios
TOWSON – As a result of a post-boundary selection analysis by consultant Cropper GIS and the BCPS Office of Strategic Planning and the need to retake the committee vote to select preferred boundary line scenarios, an additional meeting of the boundary line committee for the new elementary school at Mays Chapel has been scheduled for 6 p.m. on Tuesday, December 10, at Dulaney High School, 255 Padonia Road, in Timonium.
The meeting will be to review boundary options prior to a December 11 public information meeting and then to ask the committee to vote which scenarios to take to the December 11 meeting. A procedural oversight during a vote taken during the committee’s November 20 meeting made a new vote necessary.
The new balloting was prompted after principals of schools affected by the boundary line process, who are non-voting members of the committee, inadvertently cast ballots.
“We felt a new vote was necessary to ensure the integrity of the selection process,” said Matthew Cropper, president of Cropper GIS Consulting, Inc., which is facilitating the boundary line deliberations for BCPS. “In addition, we will review the scenarios one last time to make sure they address the criteria and objectives for opening the new school and to accomplish what the committee was formed to do.”
The meeting will precede a scheduled community information session to present the selected options scheduled for Wednesday, December 11, at Dulaney High School, 255 Padonia Road in Timonium.
As at past meetings, BCPS-TV will live stream the proceedings at http://www.bcps.org/video/liveStream.html. Individuals who are not on the committee are welcome to attend its meetings to observe the process, but not to actively participate.
The new elementary school at Mays Chapel is currently under construction and is scheduled to open to students in August 2014.

BCPS grad achieves perfection on AP exam: Helen Gao among just 12 in world to ace Macroeconomics exam
Towson, Md. –Dulaney High School 2013 graduate Helen Gao was one of only 12 students in the world to earn every point possible on the Advanced Placement macroeconomics exam given in May.
To earn all the points, she answered every multiple-choice question correctly and earned the maximum scores possible on essays in the free-response section of the exam.
“(She) performed so well . . . that she falls into a rather select category,” said Trevor Packer, senior vice president of The College Board, which administers the Advanced Placement tests. “This outstanding accomplishment is likely a direct reflection of the top quality education being offered at Dulaney High School. We applaud Helen for her hours of hard work and also her AP teacher for the ability to engage students and enable them to excel in a college-level course.”
Added BCPS Superintendent Dallas Dance, “When we talk about making sure our students can compete on a world stage, we’re talking about students like Helen. Hers is a singularly impressive accomplishment, and we are so proud she has been such an inspirational part of Team BCPS.”
Dulaney Principal Lynda Whitlock also credited macroeconomics teacher Phil Bressler with keeping students focused and achieving at high levels. “We are so proud of Helen. Dulaney High School is delighted to share in the excitement of such an exceptional achievement,” she said. “And Mr. Bressler is exceptional. In addition to Helen’s perfect score, 74 percent of his students earned 4 or 5 on this year’s exam, which is also an amazing accomplishment.”
AP final exam scores are reported on a scale of 1–5, with scores of 3 or higher generally allowing students to quality for credit or advanced placement in colleges and universities. Only 14.3 percent of the 3.9 million AP exams taken last spring earned a 5.
Gao is currently in her first year at Princeton University. At Dulaney, she was a member of the National Honor Society as well as national honor societies for art, science and mathematics. She earned perfect 800 scores on her SAT reading and math tests, and she was twice the Baltimore County girls’ singles badminton champion.

Public invited to take survey on proposed change to Hereford High attendance boundary line

The survey, which can be found at http://www.bcps.org/construction/hereford/, will be available online until 7 p.m. on Wednesday, December 11. It was posted following a Wednesday, December 4, public information meeting at Hereford High School about the proposed boundary change.
Information about the proposed boundary line modification, which would make Hereford Middle School a full feeder school to Hereford High by aligning both schools’ attendance boundary lines, also can be found at the website link.
Survey results will be used by a committee of parents and educators to make a recommendation about the proposed boundary change to the Board of Education in February. The process for drawing boundary lines for new schools is contained in Board of Education Policy and Rule 1280 and specifies examples of criteria for determining new boundary lines.
