BCPS accepting nominations for inaugural Superintendent’s Parent Advisory Council: Council to provide advice, feedback on school system initiatives

TOWSON, MD — Baltimore County Public Schools invites parents and guardians of BCPS students to apply to be considered for the inaugural Superintendent’s Parent Advisory Council. Charged with providing advice and feedback to Superintendent S. Dallas Dance on school system initiatives, council members will meet quarterly with the superintendent and other members of his leadership team. “I created the Superintendent’s Parent Advisory Council because parents and guardians are key stakeholders in this school system and vital members of Team BCPS,” said Dance. “To continue our progress, we need the voices of more parents and guardians at the table. Through the council, we hope to encourage even higher levels of family and community involvement in our schools.” The 15-member Council will be composed of parents/guardians who have at least one child in the school system. Three each will be selected to represent each of the five geographical areas of the county (central, northeast, northwest, southeast and southwest). To ensure diversity, nominees will be evaluated on a variety of factors, including their children’s grade levels, location of residence and areas of experience and interest. Nomination forms – due back to BCPS by Friday, September 6 – are available on the BCPS website by clicking a link under the “What’s Happening” section on the home page. Parents also may request a nomination form by emailing mprumo@bcps.org or calling 410-887-8706. Appointees will receive notification by Monday, September 16.

From 2003 to 2007, Metis Associates served as the external evaluator for Baltimore’s federal Magnet Schools Assistance Program grant. BCPS offers more than 70 magnet programs to approximately 12,000 elementary, middle and high school students attending 29 schools throughout the district. Board of Education of Baltimore County to Meet on Tuesday, August 20, 2013

TOWSON, MD. - The Board of Education of Baltimore County will hold a work session on Tuesday, August 20, 2013. Board work sessions are held for receiving reports, conducting in-depth reviews of school programs(s) and developing and discussing Board Policy. The Building and Contracts Committee of the Board will meet at approximately 5 p.m. The full Board will meet in open session at approximately 5:15 p.m. to discuss upcoming school board association events, school system and community meetings and items of interest to Board members. The Board will then move immediately to a closed session. The Board will reconvene to begin its work session at approximately 6:30 p.m. Representatives of stakeholder groups and members of the public have the opportunity to speak at Board work sessions. Stakeholder group representatives and members of the public who wish to address the Board are asked to sign up between 5 p.m. and 6:25 p.m. outside of the Board’s meeting room. The school system is committed to accessible communication with its stakeholders. To that end, the Board of Education meetings are live-streamed and can be viewed on the BCPS website (www.bcps.org). The meeting(s) will be held in Building E, Room 114, on the Greenwood Campus, 6901 Charles Street, Towson. The public is welcome to attend and observe all of the Board’s open sessions.

BCPS teachers return to school for the new academic year
What: Teachers return to their classrooms to prepare for the new school year and the arrival of students on Monday, August 26. At many schools, special activities will accompany the return to school by teachers; for educators at Halstead Academy, for instance, the week begins with a visit to the Maryland Science Center for welcome back activities. The morning activities will be followed by a presentation in the center’s planetarium. Team-building, data analysis and learning the new teacher evaluation will complete the first day. New Raptor visitor identification system to boost security at all BCPS schools: System produces photo badges, security check for all visitors

TOWSON, MD — When visitors arrive at a Baltimore County public school this school year, a new identification system will provide a higher level of school safety and security through immediate background checks and creation of on-the-spot, personalized identification badges, complete with photographs. Called “Raptor,” the system is part of an ongoing security upgrade throughout Baltimore County Public Schools and is a facet that will be most noticeable by the public. “This new check-in system enhances security both for the visitor and for the school and its students and staff,” says Dale Rauenzahn, executive director for the BCPS Office of School Safety and Security. “The beauty of the system is that visitors won’t have to check into a school more than once – simply presenting your identification on subsequent visits will enable the school to log you in and print a visitor’s pass.” Information collected by the Raptor system will not be shared outside of the school system and is stored on a secure server. The system works by scanning a visitor’s driver’s license or government-issued photo ID. Staff members in the main office will scan the ID, and Raptor will extract the photo, name, driver’s license number and date of birth. Information will be used to log visitors in, print a personalized visitor’s pass or badge and check a visitor’s information against sexual offender databases throughout the nation. The process must be repeated for first-time visits to another school. Refusal to have an ID scanned will result in a denial of access to the school. Other improvements made to school safety and security this school year are that now all BCPS middle and high schools have School Resource Officers, known as SROs, and through the police department’s Keep-A-Check program, patrol officers make daily visits to elementary and special education schools. SROs are Baltimore County police officers stationed at the schools and fully involved in the school communities, serving as law enforcement officers, mentors, and even teaching in classrooms on law-related issues.

BCPS accepting nominations for Student Advisory Council : Council to provide advice, feedback on school system initiatives

TOWSON, MD — Baltimore County Public Schools is accepting nominations for high school students to become members of the 2013-2014 Superintendent’s Student Advisory Council. Charged with providing feedback on school system initiatives and sharing the views and concerns of fellow students, council members will meet quarterly with the superintendent and other members of his leadership team. “For the past several years, BCPS has had an appointed student advisory group,” said Dance, “This year we want to expand this group to ensure even greater diversity. Our mission, as articulated in Blueprint 2.0, our new five-year plan, is to educate all students to be globally competitive. We need to hear a full range of their voices as we move this system forward.” The council will be comprised of 15 high school students. Three each will be selected to represent each of the five geographical areas of the county (central, northeast, northwest, southeast and southwest). Nominees also will be evaluated on other factors, including grade levels and areas of interest. Nomination forms – due back to BCPS by 4:45 p.m. on Monday, September 16 – are available on the BCPS website by clicking a link under the “What’s Happening” section on the home page. TOWSON, MD - Woodlawn High School students and faculty cheered this morning as County Executive Kevin Kamenetz and BCPS Superintendent S. Dallas Dance announced that their school is one of the first to "go live" as part of a massive high-speed broadband fiber optic cable installation that will save Baltimore County millions of dollars while greatly enhancing Internet bandwidth and enabling the installation of WiFi at County schools and other institutions. Woodlawn High School is one of 46 schools to be included as part of a broadband fiber optic network with nearly 160 miles of fiber planned to connect to 115 sites. Within three years, the County's broadband network will encompass all Baltimore County public schools, four universities, and 40 public safety facilities, health and general facilities, MEMA and Maryland Public Television. "This initiative is a major step forward in preparing our students to compete in the 21st century workforce," said County Executive Kevin Kamenetz. "This high speed broadband technology will be transformative in the classroom, better reflecting our ever-changing world." "This is another example of how - together with our county government partners - we are fulfilling our commitment to prepare globally competitive students," said BCPS Superintendent S. Dallas Dance. "Education is about connecting our students to the world and to the future. These fiber optic cables will help do that. This wiring project helps create the infrastructure needed to support the innovative digital learning environments we will be creating in all of our schools. Today we demonstrate yet again the strength of the partnership between County government and County schools and our shared dedication to providing the best education possible for the students of Baltimore County Public Schools." Officials project that the broadband network will generate between $1 million and $1.5 million in yearly savings to the County by reducing the charges paid to Internet and phone providers. The new technology will increase the bandwidth currently available at County schools at least tenfold, vastly increasing Internet speeds, enabling the installation of WiFi technology and improving access to large data files, video and graphic content and more. The project's total cost of $18.6 million is funded with a $14.4 million grant through the American Recovery and Reinvestment Act of 2009 (ARRA)'s Broadband Technology Opportunities Program (BTOP), with Baltimore County providing a cash match of $3.5 million and in-kind services valued at $700,000. In addition to connecting schools, public safety and health functions within the County, some broadband fiber will be made available for businesses to lease in order to help spur economic development. "In today's world, broadband fiber optic networks are as important as the roadways and other basic infrastructure that citizens and businesses alike depend on every day," said County Council Chair Tom Quirk. "I commend the County Executive and Dr. Dance for bringing these important advancements into our schools to help our classrooms catch up to where technology already is and keep our children globally competitive in the fast changing technology landscape."

County to Air Condition Five Additional Schools: Board of Public Works approves funding; Kamenetz to submit supplemental budget request to County Council

Towson, MD - County Executive Kevin Kamenetz announced today his intent to submit a $17.2 million supplemental appropriation to the County Council to install air conditioning at five Baltimore County schools. This request to the Council represents the County's share of the $29.2 million cost of air conditioning these schools. The County will fund this supplement with the bond premium money it earned from its November 29, 2012 bond sale. The premium is the amount paid to the seller of bonds (in this case Baltimore County) if the bonds are sold with a coupon rate higher than what would have been the actual market rate. Today, the Maryland Board of Public Works voted to allocate $11.7 million in additional funding to Baltimore County schools for this initiative made possible by the Governor's FY2014 Capital Improvement Program: Air Conditioning Initiative. "I truly appreciate the support of Governor O'Malley and State Treasurer Nancy Kopp for supporting this request that will air condition five additional Baltimore County schools," Kamenetz said. "I also need to thank the County's senators and delegates who have been working hand-in-hand with me to secure these funds." County Executive Kamenetz has made the air conditioning of County schools a focus since he was elected in 2012. In his budget message to the County Council in April 2013 he stated, "We also anticipate future air conditioning projects to be announced upon completion of the State IAC review process based on an allocation of Governor O'Malley's dedicated air conditioning fund." This funding fulfills the anticipated project funding. "When I first took office, more than half of our schools, 52% to be exact, still did not have air conditioning," said Kamenetz. "With this welcome infusion of State funds and an additional $17.2 million of County funds, our administration has funded the installation of air conditioning in 43 schools since January 2011. Now nearly 30,000 students study in comfort even on the warmest June or August days." This new funding will further reduce the percentage of County schools without air conditioning to 23%. This funding is part of a $25 million state supplemental budget allocation in Governor O'Malley's Air Conditioning Initiative. Baltimore County's share is $11.7 million, which will fund the installation of air conditioning for 3,700 students who attend the following five schools:

TOWSON – New schools, new programs and new faces will greet more than 108,000 students expected to begin the new school year in Baltimore County Public Schools on Monday, August 26. “This is an exciting time to be part of Team BCPS,” said Superintendent S. Dallas Dance, who begins his second year leading Maryland’s third largest school system. “With Blueprint 2.0 in place and a talented team of new principals joining our veterans, the school system is ready to welcome our students and make this a great year of accomplishment and growth.” Dr. Dance and members of the Board of Education of Baltimore County will spend much of the first day visiting 10 elementary, middle, and high schools across the county. They will be joined by Baltimore County Executive Kevin Kamenetz and other special guests during the visits. Several stops will be at schools that have undergone great change since last school year. Dundalk High School and Sollers Point Technical High School will share a new showplace building, complete with lobby exhibits and state-of-the-art learning spaces for each school. Stoneleigh Elementary children will return to their renovated school building, and students at Norwood Elementary and Holabird Middle will experience a new STEM academy located in both schools. King’s “I Have a Dream” speech to be subject of oration, assemblies at three BCPS schools

What: Three Baltimore County Public Schools will commemorate the 50th anniversary of the famous “I Have a Dream” speech delivered by the Rev. Dr. Martin Luther King, Jr., on August 28, 1963. Assemblies at the schools – Randallstown, Owings Mills and New Town high schools – will feature Stephon Ferguson, a noted orator who re-creates the speeches of Dr. King and presents accompanying lectures and interactive sessions regarding the civil rights leader’s work and legacy. His programs in Baltimore County will culminate with a special presentation of the speech at New Town High School for the community. School performance index scores dip for BCPS elementary, middle schools: MSA science test results show slight decline

TOWSON, MD. – School Progress Index results released today from the Maryland State Department of Education show declines for Baltimore County elementary and middle schools, mirroring a statewide drop. The school progress index, first calculated last year, evaluates elementary and middle school progress toward school- and subgroup-specific targets in three areas: achievement, gap reduction and growth. At the elementary and middle school level, school progress index scores are based entirely on Maryland State Assessment data, which slumped statewide this year. Based on the school progress index, MSDE assigns each school to one of five strands and works with local school systems to ensure that all schools receive appropriate intervention, support and recognition. Schools in strand 5 receive the most intensive support and monitoring. The number of Baltimore County Public Schools elementary and middle schools in strands 1 and 2 decreased from 84 in 2012 to 31 in 2013. Strand 5 elementary and middle schools grew from six in 2012 to 34 in 2013. Three BCPS elementary schools exceeded their achievement, gap reduction and growth targets in 2013: New Town, Cromwell Valley, and Franklin. “We will glean from these test results all of the information we can about how to improve instruction in our schools,” said BCPS Superintendent Dallas Dance. “As we proceed with the school year, our primary focus is on completing our successful transition to Common Core State Standards and preparing for our instructional digital conversion. We are working with all members of Team BCPS to raise academic achievement and close achievement gaps for all students.” High School Assessment (HSA) data and school performance index scores for high schools are forthcoming from MSDE. Calculated differently at the high school level, the school performance index score is based on HSA achievement; HSA, graduation and dropout gap reduction; and a college and career readiness indicator. MSDE also released MSA science results today, and these results show that BCPS science performance dipped slightly. The percentage of Grade 5 students scoring proficient or advanced slipped from 67.7% in 2012 to 66.6% in 2013. Performance at Grade 8 decreased from 73.7% proficient or advanced in 2012 to 73.4% in 2013. State, BCPS and school-level SPI and MSA results are available on the Maryland State Department of Education’s report card website at www.mdreportcard.org.

Magnet EXPO! to showcase more than 70 programs in 28 Baltimore County schools

Perry Hall High student to present research at International Conference on Medical Physics: Ajay Mahesh to travel to Great Britain symposium this weekend

TOWSON – A Perry Hall senior will join researchers at Johns Hopkins University next week to present their research on reducing radiation and improving the efficiency of CT scanners at the 20th annual International Conference on Medical Physics in Brighton, England. Ajay Mahesh, 16, will be among a team of researchers from the Johns Hopkins University School of Medicine who last year began studying ways to improve Computed Tomography scanners, which use x-rays to make detailed images of structures inside the human body. He chose the topic as part of a new BCPS independent research course he took at Perry Hall High and borrowed scanners at JHU to do his research.  Ajay, the son of Mahadevappa and Vasantha Mahesh of Perry Hall, used a computer program called "SAFIRE" to discover an algorithm that both produces better images for physicians to examine and reduces radiation absorbed by the body. He presented his work last spring at the BCPS Research Symposium at Eastern Technical High School. The symposium showcased the results of the yearlong independent research projects conducted by 25 students from seven BCPS high schools. The students were among those selected to participate in the school system's inaugural research course, which involved acquiring research mentors, conducting literature reviews, developing research proposals, engaging in the research and developing and presenting conclusions. Detailing his work before an international audience of scientists and physicians is "not something I ever dreamed about," Ajay said. "I never expected to go to another country to present." As a child, Ajay says he admired the work that his father, a medical physicist, and his colleagues did at Hopkins, and he hoped to follow in their footsteps. "I recognize that this is now an opportunity for others to recognize my research," Ajay says. "I used to look up to these people, and now they can look at my work as I have looked at theirs."  Ajay's principal at Perry Hall, George Roberts, already is a fan. "Ajay is a stellar student at Perry Hall High School," Roberts says. "His participation in BCPS' innovative Independent Research Seminar and presentation at the inaugural BCPS Research Symposium this past spring is indicative of his strong work ethic and bright future. We are excited and proud that he will be presenting his research in the United Kingdom as part of the Johns Hopkins research team." Sponsored by the International Organization for Medical Physics, the conference annually explores the contributions that physics and engineering can make to health care. This year's program, titled "New Horizons – Global and Scientific," will showcase current research, educational and professional development and advances in the fields of medical physics and biomedical engineering. It will be held September 1-4 at the Brighton International Centre in the English southern coastal city of Brighton. Ajay plans to become either a physician or a medical physicist. He plans to study biomedical physics after graduation and is considering several colleges, including Hopkins, the University of Maryland - College Park, the University of Maryland – Baltimore County, Penn State or Drexel.

TOWSON –Baltimore County’s 2013-2014 Teacher of the Year, Sean McComb of Patapsco High School and Center for the Arts, learned this morning that he has been selected as one of seven finalists for the Maryland Teacher of the Year honor. McComb, who teaches English and is the Advancement Via Individual Determination (AVID) coordinator at Patapsco High School & Center for the Arts, was chosen as Baltimore County’s Teacher of the Year in May. “We are so proud to have Sean represent the excellence of BCPS educators. He exemplifies the expertise, energy and dedication our teachers bring to their classrooms every day,” said Dance. “We wish him well as he moves forward in the Teacher of the Year process and with his continued efforts, as he describes it, to help students ‘achieve, awaken and ascend.’” In addition to teaching at Patapsco, McComb has been an adjunct instructor at Towson University’s School of Education since 2009. A graduate of the University of Pittsburgh with both a bachelor’s and master’s degree, he has coached tennis and track at Patapsco and was captain of a men’s elite Ultimate Frisbee club. The seven finalists for the prestigious Teacher of the Year award were selected from among local teachers of the year in each of the state's 23 counties and Baltimore City. The state Teacher of the Year will be announced during a gala awards banquet on October 11 at Martin’s West in Woodlawn. The winner will receive a cash award; $20,000 in technology equipment from Smart Technologies, Apple Computers, and other companies; and a new car donated by the Maryland Automobile Dealers’ Association.

TOWSON, MD. - The Board of Education of Baltimore County will hold its next meeting on Tuesday, September 10, 2013. The Building and Contracts Committee of the Board will meet at approximately 5 p.m. when the committee will receive a presentation on the Pikesville High School Design Development Plan. The full Board will meet in open session at approximately 6 p.m. to discuss upcoming school board association events, school system and community meetings, and items of interest to Board members. The Board will then move immediately into closed session. The Board will resume its open session at approximately 7 p.m. The school system is committed to accessible communication with its stakeholders. To that end, the Board of Education meetings are live-streamed and can be viewed on the BCPS Web site (www.bcps.org). The meeting(s) will be held in the ESS Building, Room 114, on the Greenwood Campus, 6901 Charles Street, in Towson. The public is welcome to attend all open sessions of the Board.

The educators from the Hyogo University of Teacher Education in Kato, Japan, were inspired after reading Lesh’s 2011 book, “Why Won’t You Just Tell Us the Answer?” and asked to visit Lesh and observe his instructional methods.
